California contends with flooding, power outage as severe storms batter the state

There is no rest for the West as the latest atmospheric river continued to dump buckets of water on California Tuesday, causing major flooding and power outages, and forcing thousands to evacuate. The death toll from the storm continues to climb. CBS News correspondent Carter Evans reports from Santa Barbara County.
