A new report released Tuesday showed rainfall from Hurricane Florence resulted in record flooding across the Carolinas, upending records set by Hurricane Matthew just two years prior. The mother of a 1-year-old who drowned during Hurricane Florence has been charged with involuntary manslaughter, the Union County Sheriff’s Office announced Monday.
